These men are specially trained goons working for the EITC (East India Trading Co.). They are much more dangerous than the other soldiers of their ranks. Most are rarely spotted but Remington the Vicious, Neban the Silent, and Samuel are always spotted at Kingshead and Beckett's Quarry respectively.
