Clemence Basilshot is a popular Shipwright on Padres Del Fuego. He can be found right off the dock (near Captain Ezekiel Rott), ready to buy, upgrade, sell, and repair ships.
Like the Port Royal shipwright, Rose Seafellow, he does not work from a shipwright stand and has no repair stations near by.
