Cotton Highwaters are a pair of crude Men's pants. They just happen to ride a bit high in the leg ending halfway up the shin. They can be found in a wide variety of colors from select Tailors on Port Royal, and somewhat resemble the trousers that the Navy soldiers wear. Unique and usually much brighter color variations can only be found in loot drops.
