The Keelhaul Long Coat is a very meritable coat that is only available for purchase from PvP Infamy Rewards Merchants that can be found on the two Privateering Islands (Ile D'Etable De Porc and Isla De La Avaricia) or in Barbossa's Grotto which is at Devil's Anvil. It can only be purchased if the buyer is the highest SvS rank, the Admiral Rank 7. This is the only coat for male pirates that the PVP Infamy Rewards Merchants currently have. Earning this coat is extremely difficult as privateering takes time, patience, and skill.
