The Skull Dagger Arm Tattoo is a common arm tattoo once sold at Tattoo Parlors across the Caribbean, but now only available from Adam Goodprice in the Hollowed Woods during the Halloween event.
Maybe some considered it too 'hardcore' for mates to be wearing a bloody skull in a Disney game.
